The hospital federations generally satisfied with the Hop'EN program

Endowed with 420 million euros, Hop'EN, managed by the general management of healthcare provision (DGOS), succeeded the Digital Hospital program to support the modernization of hospital information systems (HIS) over the 2018 period -2022, we remember.

He also asked the DGOS "to anticipate the risk that certain establishments will find themselves in difficulty to reach the prerequisites" of the program.

Jean-François Goglin, national advisor for health information systems (IS) of the Federation of private non-profit hospitals and personal assistance establishments (FEHAP), described Hop'EN as a "vector of progress".

He said he was "satisfied with the alignment of the program with the My Health 2022 plan" and "particularly appreciated his co-construction with the other federations and the DGOS".

The Fehap ensures that "the small establishments are not served" by the program and "hopes for governance from the rest of the program associating the federations".

In addition, "the digital ESMS program must capitalize on the successes of Hop'EN", he noted.

The "digital ESMS" plan benefits from a seed fund of 30 million euros to support social and medico-social establishments from 2020 onwards, we are reminded.

Lack of funding in certain functional areas

Hop'EN has had "great success" with members of the National Federation of health home Hospitalization Establishments (FNEHAD), said his national delegate, Emilien Roger.

Fnehad members are particularly interested in the D2 (developing the computerized and interoperable patient file and the shared medical file – DMP) and D6 (communicating and exchanging with partners) areas of the program.

Hop'EN is based on four prerequisites (identities and movements -P1-, security -P2-, confidentiality -P3- and exchange and sharing -P4) and seven priority functional areas which must be achieved at the end of the program, recalls- your.

"Just under 50% of Fnehad members" were shortlisted in the call for expressions of interest from the Hop'EN program, he said.

He raised two obstacles to the program: the support of staff, who "sometimes see digital technology as a constraint", and the lack of equipment.

Finally, Emmanuel Reyrat, director of the information systems department of the federation Unicancer, "fully joined in the thanks for the involvement of the federations" in the co-construction of the program. "The majority of cancer centers (CLCC) have sent D6 and D7 files," he said. These two areas respectively receive 17% and 3% of the 420 million euros of the program, we recall.

Emmanuel Reyrat also wanted "the addition of areas dedicated to artificial intelligence and machine learning"and associated funding in a future program that could succeed Hop'EN.
