Leem launches the TRACStocks platform to optimize information on drug stock-outs

In 2019, Leem rolled out its Ruptures action plan to address drug supply problems. In this context, he launched the TRACStocks platform to optimize the management of drug stocks. Presentation.

In recent years, we have observed situations of stock shortages and drug supply tensions in France. To deal with this situation, Leem set up an action plan in February 2019:

1. Define drugs of health and strategic interest (MISS) for whichsecurity obligations are reinforced.

2. Review the hospital tendering mechanisms for drugsof health and strategic interest (MISS) and economic conditionsoperating in town.

3. Promote the localization of raw material production sites in Europeactive and MISSs.

4. Optimize information sharing between actors in the drug chainand patients.

5. Adapt the distribution framework in the event of tension or rupturesupply.

6. Strengthen strategic steering at the national level and promote harmonizationregulatory practices at European level

TRACStocks a response to information needs

One of Leem’s priority areas of work on this subject is to improve information for stakeholders when a supply tension arises. It was therefore decided to create TRACStocks, a centralized information base on stocks of drugs of major therapeutic interest in a tight supply situation and with marketed alternatives.

This platform is developed and funded by Leem, Gemme (Generic same drug) and laboratories for parallel importation drugs (Lemi).

The objectives of the “TRACStocks” platform (Traceability Risk Anticipation Consolidation of Stocks) are to:

• Facilitate and secure the declaration of company inventory data to the ANSM via a platform managed by trusted third parties

• Guarantee the security and confidentiality of the individual data transmitted and allow differentiated access to information according to the players, in accordance with competition law

• Automate the production of periodic tables for monitoring and changing consolidated inventory levels in order to better anticipate the actions to be taken in the event of supply tensions.

The use of this platform in stressful situations will be carried out under the aegis of the ANSM and will gradually replace the current system of sending inventory data from your companies to the ANSM by email. Only the authorities will also have direct and full access to the platform.

The deployment of the platform will be gradual throughout the year. Since December 2020, it has focused on drugs of major therapeutic interest, in particular molecules essential for resuscitation in hospitals in the context of the pandemic.
