A decree authorizes experimentation with the shared directory of professionals working in the extended health system

The RPPS and Adeli repositories will merge into a single file provided for by the digital health roadmap, the RPPS +, which will bring together all professionals in the health, social and medico-social sectors, it is recalled.
The decree published at the end of March authorizes the ANS to transform the current RPPS into RPPS + for 18 months.
The experiment has two objectives specified by the text:
“allow professionals in the health, medico-social and social sectors not yet registered with the RPPS to benefit from electronic identification means provided by the public authorities which will allow them to securely access certain digital health services
allow digital health services to reliably search or verify certain personal identification data of professionals involved in the health system “.
Registration for RPPS + allows new categories of professionals, including social workers, psychologists and psychotherapists, to access digital services such as shared medical records (DMP) and secure health messaging services (MSsanté), explained the delegation. digital health (DNS) in September 2020.
The experiment also allows professionals to be registered in the extended RPPS “by new registration authorities, which can be their employers, regional health agencies. [ARS] or regional groups supporting the development of e-health [Grades], under whose responsibility the professionals concerned act “.
It is open to “health, medico-social or social structures which so wish”.
These must send a request to participate electronically to the ANS, which examines the request and “supports the structures concerned in the implementation of the registration of professionals placed under their responsibility”.
“The registration authorities participating in the experiment are solely responsible for collecting, verifying and recording data concerning the professionals placed under their responsibility”, it is specified.
The data concerned are:
the person’s identification data: last and usual names, first names, title, sex, date and place of birth, technical identification number of the user
the personal or professional contact details to which the professional wishes to be contacted
data describing the practice of the profession: profession, category of professional, identity of practice
the activities and exercise structures, including type of activity, start and end date of the activity, mode of exercise, function (role in the structure), and information relating to the exercise structure or ’employment.
“Professionals concerned by the experiment have the possibility of pre-registering the information concerning them themselves via a portal made available to them by the ANS” using the France Connect teleservice, it is expected.
“These same data can also be entered directly by the registration authority, with the consent of the professional concerned.”
It is up to the registration authorities to inform the professionals under their authority of the modalities of the experimentation and the implementation of the extended RPPS.
For its part, the ANS “publishes on its website the list of registration authorities taking part in the experiment as well as that of the beneficiary services”.
It implements “electronic identification measures for persons authorized to consult or modify data, as well as data access traceability tools” in order “to guarantee the integrity, confidentiality and security of the data recorded. “.
Data relating to the personnel authorized, within the registration authorities, to validate the registration of a professional is thus kept; and data relating to the use of the registration portal.
Finally, the rights of access, rectification, opposition as well as the right to limitation and erasure are exercised with the ANS.
